Add normalize.css to the toggle styles

I think it would be really good to add normalize to the style sheets to either replace reset.css or include as an optional alternative.

Please read the details of normalize to see why is it more helpful. It is basically a newer version of Eric Meyer's reset which would make Omega a better starter theme by preserves useful defaults (I have grown to dislike the task of reapplying bold to strong etc)...
