I need to allow my users to only have permission to enter certain content types once they have reached a certain number of user points. is this possible?

It looks like there's an extended version of Userpoints available through the author (www.2bits.com) that lets users earn roles as they earn points. You could set up the different roles to allow access to create different content types.

User Points Role: Users join/leave roles when they earn/lose points, thresholds defined by the admin. Users receive emails when they join/leave a threshold.
