role_theme_switcher's menu item is appearing at the top-level because it hasn't been updated from D6's hierarchy.

Hi jeffschuler,

I've tested your patch and it works great except it doesn't display a tab when you are on 'admin/people/permissions'. I have created another patch that hopefully fixes this problem.
