Having the option to create form fields in bulk would save time, and also provide a basis for importing/ exporting fields in bulk.

Possible Workflow:

  1. select box to choose type of field/component
  2. text area below select box where users can insert field names one-per-line
  3. click submit & form fields are automatically created

Possible Future Extensions (for future sub-issues)
- Select "parent fieldset" to insert all new form fields under
- Allow different types of form fields to be imported at once
- Bulk import/export interface via Form Builder (perhaps in a CSV)
- Features import/export capabilities
- A Form Builder Repository where form formats are stored in a wiki-style database

I'm not sure about this request, either way you're going to have to configure each field manually after you add it anyway.

Bulk import/export interface via Form Builder (perhaps in a CSV)

If you're using Webform, you can already import/export with Node Export module.

Features import/export capabilities

Form Builder does not map to any particular storage mechanism (CCK, Fields, Webform). It's up to the storage mechanism to actually provide Features.

This is a module that does what you need but it is unfortunately incomplete, there are only text and textarea field types available :
