I am using AddThis with custom button image settings, and in widget settings >> options I've defined three services that I want to appear when you hover over the image.

These three services are the only ones that appear in Google Chrome and Internet Explorer. However in Firefox the widget appears with a full menu of twelve services.

Have others experienced this same issue? Is there a fix?

This bug report 4 years old and is about an outdated version of the module. I have not seen this problem when using the latest version (7.x-4.x).

Feel free to reopen if you can tell us how to reproduce this with a clean install of AddThis 7.x-4.x.
