Editing settings on a vocabulary page should be analogous to settings on a content type - it should be for controlling what options show on a term's edit page and what the defaults are for terms within that vocabulary, but this is not clear from the form.

Turning this into a feature request. It should be possible to:

  1. Control per-vocabulary whether the meta tag fields show on the edit form.
  2. Control whether the term description is used to generate the "description" tag.
  3. Control whether synonyms are added to the "keywords" tag.
  4. Have a separate permission to decide what users can edit meta tags on these pages.
  5. Adjust the UI to indicate that the meta tags on that form are used as defaults for terms.
  6. Ensure that item #5 is how it really works.

One element of confusion is the integration between the vocabularies, terms and auto-generating values on nodes, e.g. #1434382: missing term description & keywords from node meta tags.
