Issue Summary
When combining Node Limits for Roles and Node Limits for Users of Role:
1. Which limit is reached first can impact the total number of nodes allowed to be created.
2. It was observed that reaching the Role limit for Anonymous incorrectly impacted the Authenticated Users of Role limit.
The attached pdf shows the results of three cycles of testing from the same starting point.
