"Allow comment title" checkbox should be managed by fields, somehow

Before comments were fieldable entities, this checkbox made sense. Now that we've got people trained that fields are managed separately, they aren't going to think to check on the node-type edit page to un-check this box.

Let's move this setting over to where people manage all the fields for comments, somehow.
