Hi,

I used you code to provide a weight rule for the shipping module
my code is here: https://github.com/jimkont/drupal-commerce-order-weight-rule
By having a weight rule it could be combined with flat rate shipping (or other shipping modules)
i.e. for shipping rates per weight ranges (this was my case)

maybe we could merge this with you work
If you're ok with it I could create a patch for you to commit
