While clicking through to Administer » Site configuration » Languages » Add language (admin/settings/language/add), I was a little stunned by the form that presented itself there.
I believe collapsing the "Custom language" fieldset makes the page easier to use for those who want to add a predefined language.

Sure, most of the time, people will only add predefined languages. In fact their life is easier if they notice the predefined list first, so they don't need to specify that much data. Patch committed.
