Admin menu is missing links for user with admin role, and is not uid 1

I've given every permission conceivable for the admin role, cleared caches, rebuilt menus etc. I'm just not getting the Index, Content, Structure, Appearance, People, Modules and Configuration popup menus to show up for non uid 1 administrators. We have a few administrators and wish to keep accounts separate (and also due uid 1 is very slow in D7 due ignoring some caching).
