Error message when adding node to non og_menu menu [#1415274]

Error message was "You cannot add menu items to this menu. Choose another parent menu."

Seems to me that og_menu was trying to validate whether I had access to the selected menu, even if it was not controlled by OG Menu.

Attached patch skips validation if not controlled by OG menu.

hmm weird haven't come across this
maybe something introduced in the dev
