When you have more than one content pane inside a panel, the drop down menu is obscured and the "remove" command is accessible. You can get around this by deleting the upper content pane and then removing the second one, but then you have to re-add the top pane.
It's an annoying bug. See screen capture. Browser (Safari) is full screen.

merlinofchaos commentedDo you have a scroll wheel on your mouse? That's the current workaround.
Note: this issue already exists in the queue somewhere.
