Tried out Panels and enabled the Panels in-place editor module. I didn't like it so I uninstalled both the Panels in-place editor module AND Panels module. I then went to UNINSTALL to remove the modules from the database and in Drupal 7. The Panels in-place editor is still activated and I am able to drag long text area boxes around on the front end and inadvertently hit the button that says "ADD ANOTHER ITEM". In other words, Panels in-place editor made a permanent change and I am unable to revert. What do I do?

It is not possible for the in place editor code to still be running of Panels is uninstalled. You must have made a mistake somewhere, but it's hard to guess where.

Also, neither Panels nor IPE has a button that says "Add another item".

Hmmm.. apologies if this is not Panels problem. Does anybody know what could be causing this to appear all of a sudden? I don't recall these being the norm in Drupal 7

Yeah. That's not Panels. That's Field API's multiple items UI.
