Zengine is more than a theme, it is another layer of formating functionality seperate from the phptemplate engine that is designed to make it easier to theme Drupal. A page should be added to the handbook that explains what Zen is and how one could go about using it, as well as links to Zen sub-theme "examples".

It's been on the project homepage since November 28. It's listed under "Resources" > "Read documentation"
