Could we have this a Features package so that it can be installed on an existing site?

There is already a features' package inside installation profile. But there is no plan to create a different project.

How do you install Open Deals on an existing site?

Open Deals is an installation profile. Pre-configures some parameters and some modules to work with a specific way. Unfortunately there is no easy way to use it with your existing drupal installation. If I were you I would try to install "features" and then import all features from opendeals profile. You also need to copy opedeals custom module that exists at "/profiles/opendeals/modules/custom/opedeals_module" and the opendeals theme.
