Restrict users from editing the Navigation menu

Hi,
I was wandering if there's a possibility to disable user access to the main Navigation menu (block). Now, if I enable the module Menu, to enable specific users to choose where in the menu to place a new page, he can access also the Navigation menu. That's just not what I want. I do not want the 'editors' of my site to be able to change that menu.

By default you can only configure that there's only one menu accessible when new content is added. That's all I have found out yet. I'm planning to write a module for it which uses drag and drop for adding menu items
Anyone know how to do this?

Menu STP Module seems to be what I'm looking for. It's still not production level yet, but it will have to do...
