In D7 the main content is rendered into a block.

That means the CSS ".block .toc" is used even for main content.

Just quick note to remind someone that it needs thought.

huh that makes no sense?
the .block .toc specifically selects the block that TOC generates. so its ok. Please explain in detail and reopen again.
