The meta tag definitions could use some improvements, specifically from the POV of field weights (extra fields after basic fields, etc), value ordering (alphabetical), etc.

This patch does a major revamp to the field ordering, grouping them by purpose rather than anything else. All included tags now sort prior to the weight -100, allowing all manually added tags to sort after this list; please see API.txt for a list of the sorting.
