I've downloaded XHProf .dll file for Windows (see #1011108: php_xhprof.dll has anyone compiled it?) and installed it under Wamp directory c:\wamp\bin\php\php5.3.8\zend_ext\, restarted Wamp, and then I was able to find and activate XHProf in the PHP menu of Wamp. So XHProf seems to be installed properly.

However, neither the latest stable devel for D6 (/admin/settings/devel) or for D7 (/admin/config/development/devel) recognizes that XHProf is installed.

Is there perhaps a problem in detecting that XHProf is installed on a Windows system?

Devel 7.x-1.3 is very old and unsupported.
