Say for example I am using GEO targeting. I have block one showing only 4 ads because I have 4 ads targeted for California. Block 2 are non targeted ads, I have a hundred ads there.

I want it to only show a total of 10 ads on the page. So if should do math like this: If block one contains 4 ads, block two should only show 6 ads.

Is this possible? I don't mind patching files, manually hacking the files, or what ever needs to be done, but how would I go about this?

What about css "max height" of the 2nd block to at least hide the extra ads from being displayed.
