If there a way to give "administer" rights to a user over all the comments on it's personal blog? so he can delete comments that are offensive etc?

I'm new to Drupal and I really would like to know either.
I made a user role blogger and I would like users with that role to edit only comments posted to the user's blog.

It's in dev, but it seems to work
