The CaseTracker module has states you can use mailhandler with CT Mail to add cases.

Does Case Tracker Plus work with MailHandler?

I've never tried it but it should work... in fact it should work even better than standard Case Tracker, since it uses just basic CCK fields etc... I'd suggest using Mailhandler 6.x-2.x

I'll give it a shot. This will be interesting to try out. Should be a pretty nice feature if it works out.
