This documentation page about integrating themes with Color module appears to be written from a Drupal 5 standpoint. It is now entirely possible to integrate Color.module for switching out hex color values without having to create any helper images such as base.png. In my opinion, this image-less process should be the basic example, while using a base PNG image for compositing should be an advanced example.
