What determines whether the Import link is displaying?

I am running Views 7.x-.3.1 on Drupal 7.9 locally and on a server. The local does not display the import link while the remote server does.

It seems only user #1 (admin) is allowed to import views... Same problem here.

This is a known problem, see #870938: Add new permission for controlling imports

There you can find more informations why it's like that and what are the proposed ways to fix this hopefully in the future.
