Context multible terms not passed to views content pane with contextual filter tid

Multible terms added to the panel through context are not passed to a view with a contextual filer for term id.
The content pane is configured to get the tid "from context" and in the panel the correct term is selected. This works so far. But adding the same content pane a second time and selecting a different term the view shows the same as in the first pane.
This worked in the past for certainity but get broken between updates to panels, ctools or views. Unfortunately I don't know which update caused this.
