Trying to contact a user on Drupal.org I get the message
"You cannot contact more than 3 users per hour. Please try again later."
I did not use the contact form over the past days, cleared my drupal.org cookie without result and tried a few users all with the same result.

on the options
Which form are you using? the 'contact module' or the 'webform' module, basically they have an option to select the limit of mail submission, per hour or per day, per unique user. I think this option is selected and is limiting you to submit only 3 times.
You can set this to unlimited (if you wish)
If this form uses 'webform' module,
go to -> Content Management -> Webforms -> (select your form by clicking on 'edit') -> check your 'advanced settings'
If it uses 'Contact Form' module,
go to -> Site Building -> Contact Form -> Settings(Settings tab) -> then change the hourly threshold.
then that's it. problem solved! I hope!

Sorry, I did not read your post thoroughly,
But again, here's my answer.
Maybe they secure or limit their mail's threshold to 3 submissions per hour, to avoid spammers.

Limiting, Ok. But I have not used these forms for a few weeks I think.
