Having filed this support request: http://drupal.org/node/1425666 , I wondered if this might not be something Context module could provide?

I assume that Context is aware of when a particular Context is changed as a result of an updated module, and so I think it would be ideal for Context to rebuild it's plugin cache in such a case?
