The only reason we're stuck with an alpha for Panels Everywhere is a bug on d.o.
There are various minor fixes since, and I suggest we use: commit 02f883d.

Specifically bug fixes with some settings on admin-pages not being saved, and local-tasks being ignored and not passed on to the theme layer.

Alright, this is fixed. I just updated the format of the make definition, and removed the old "Tabs" pane, that we had to use before.
