I want to have feature "Search candidates by experience level in particular skill " as already we have a recruiter job posting for experience level, please help

unfortunately not. The term level fields (skills) have a more complex data structure that consists of the term and the level. In Search API + Facet API you can index either one of it, but no connection.
Still it should be possible with normal database views and filters, but might require some coding in order to get some fancy filters ;-)

I have tried all the available options.
Lastly used the famous Flag and rules modules and Got my requirement fulfilled

just a note: please use "fixed" instead of "closed (fixed)". as explained in http://drupal.org/node/156119
