Not much to it: install the module and you get a new link on the bottom of the Term Edit page that lets you merge terms.

If you're using it as part of a free tagging system, I suggest you patch taxonomy so that synonyms work: http://drupal.org/node/142841

Development release.

It works alright for me, but use this code at your own risk. I can't promise it won't do something weird on your configuration of Drupal.
