Once the web page gets to table portrait width the top background banner image disappears. is this a bug or works as intended?

Its intended. I know its quite brutal and rough but the problem is that the default image is only 88px high, but the header will get much higher than this, so the image no longer looks right.

You can override this in the CSS.
