The stock is not getting decremented at all. The default rule is active. It didn't decrease when checkout was completed with paypal, and then when I set an order manually to Completed, it also didn't decrement.

Anything else I need to do?

i don't think this is a stock issue it is likely the rule "Completing the checkout process" isn't triggered.

Can you check if the other rules are triggering the easiest way it to check you re getting the "Send an order notification e-mail".

let me know if all other rules are functioning, and ill try and figure out what is the issue.
(setting it to a support request, but will change it back to a bug if it proves to be one)

looks like not a stock issue so closing, you can open it again if you have more info
