I'm wondering how difficult it would be to add support for a CCK or taxonomy-powered dropdown list of "reject reasons" to this module?

The idea is to provide a list of canned responses (in addition to the comment field) when doing state changes.

Is this out of the scope of this module?

Not a bad idea and not out of scope, but out of available time!

Happy to accept patches from the community, bit snowed under myself at the moment.

I'm winding down D6 support for this module, so won't implement this myself. Patches welcome.
