This issue has already been reported/solved for D8 (http://drupal.org/node/1009872) and a patch created, but it has not yet been ported to D7. Would really appreciate a solution to this, and would love to see it applied to the next core release.
sven.lauer's post better describes his findings and the problem, so best to review his post (http://drupal.org/node/1009872), but I'll repeat his description below:
The title pretty much says it: If I add a block to the Dashboard and restrict it to certain roles, users of other roles will still see the block ... that is, a block with the title and the content replaced by 'empty'. Not pretty (and confusing).
