Update to CTools -dev and try this again. Make this 'active' again if that does not fix the problem.

I installed Ctools 7.x-1.x-dev, but the problem is the same. :(

I installed panels 7.x-3.0-alpha3 back and everything is OK.
The problem appeared in panels 7.x-3.0

After you update to 7.x-3.0 do you run update.php?

Does your watchdog or php error log contain an error about a missing 'lock' field?
