I'm experiencing a similar problem users were experiencing when updating to 6.22, but in my case the configuration of only some blocks gets wiped out.

The blocks that are affected have their Region set to "None" and other configuration info appears to be reset to default block settings ("Users cannot control whether or not they see this block.", "Show on every page except the listed pages.")

I am currently on 6.22. I don't remember if I had this problem when I updated to 6.22. I experience the problem whether I go from 6.22->6.23 or 6.22->6.24.

I'm using a custom subtheme of Garland.

This is occuring for me on a local install on Windows 7, XAMPP.

Anyone else running into this problem?
