Local Action for D6 (Menu Settings)

I really need Local Actions in my D6 as it is exist in D7. (Pages Menu Settings)

Is there another way to do it with D6 until it is going to be released? (Lets say I can put a menu into a page with ctools or panels (not sure with wich), I am looking for something much easier)

Any help appreciated.
