Any user with "access administration pages" is permitted to view the /admin page, and if there are any status problems with the site, a red banner is shown with a link to /admin/logs/status. However, viewing this page (or, realistically, doing anything to correct the status problems) requires "administer site configuration" permissions.
The status banner, or at least the link, should probably not be shown to users without "administer site configuration". Alternatively, the status page could be allowed to anyone with "access administration pages"...
