On a panel page with flexible layout, the display option 'gear' icon is not present for panes.

I currently have an install of Drupal 7 utilizing panel pages and mini panels on a majority of the nodes. I am experiencing issues with one panel page, which happens to be the only of which I am using the Flexible 'builders' layout.

Two weeks ago, I had set the desired layout, and began adding content as needed. Nothing changed since I had saved it, but last Wednesday, the 1st, I noticed I could not alter a block title I over-rode in the block's styling attributes within the Panels content editor. The reason being, I would click the 'gear' icon, and rather than displaying the menu, the page reloads. The gear icon is not even present on the top-left of each pane in the editor. As a result, I am not able to add any content to the defined panes.

I also select "Show layout designer" to no avail. The page reloads, and panel is labeled as "Changed," requiring me to save.

Using:

• Panels 7.x-3.0
• ctools suite 7.x-1.0-rc1

Again for the record, there is only one panel I have right now experiencing this: a flexible-layout panel page with 7 panes.
I really appreciate any help, as I'm just trying to make some closing additions/edits to this site.
