Alien records on node_access table

I've been detecting Workflow alien records just like the ones described in #737916: Domain Access inserted 'alien' records for node ID 0 that grant blanket access for Domain Access. Could they be related with #1347116: States don't get removed when a workflow is deleted? What happens to the access permissions when a state is «deactivated»? Are they deleted or do they became «alien» records?

I haven't actually detected access problems, just casually noticed it with Devel, so I haven't created any issue before. But, if this is caused by deactivated states whose permissions are still acting, then it is just a mere coincidence that I haven't found real problems and situations like webchick found on #737916: Domain Access inserted 'alien' records for node ID 0 that grant blanket access may occur. A user without Devel module would be clueless about why the permissions aren't being respected.
