When using Panels IPE and saving, does Panels call hook_node_prepare() or does it just do a node_save()?

I have an issue where my og_menus and menu items get blown away everytime I save when using the IPE("Customize this page").

Here is the issue #1330550: OG Menu settings get lost on custom node_save() where it explains why the problem is happening.

The main modules involved are http://drupal.org/project/og_menu , panels, and panelizer.
