is drupal can make this poject site?

Please help me. I wana to start a site where peoples register as member receive the messages from administrator. These messages mainly have websites url when they click on website url .this website load in new tab of browser and member earn point. The one thing most important they earn point only when loading of website in new tab complete. Otherwise no point earn by member. And administrator have control to see all member earned points. Is drupal modules available to complete this project ? if yes please tell the module names, or it is not accomplish by drupal and I try other cms for this project.
