I think it would be more logical to move the Spam module to the "SPAM Control" section (in Administer >> Site Building >> Modules) since other modules related to spam-fighting are located there as well, among them Captcha and http:BL.
Currently the Spam module resides in the "Other" section. [Patch attached]

That seems like a silly name. Why is the word "spam" all capitalized? I think it's worth grouping the spam module logically, I just don't see why this name was chosen...?

That name's not my idea. It's already there (see Captcha and http:BL).
I would merely propose to group all those spam-related modules together and not have them split over several groups. Whatever the name...

these groupings are for modules that work together, not 'category'. categories are like what is presented on drupal.org module listings.
