There are default panel task handlers for user-view and user-edit, but currently nothing for user-login (/user/login).

This patch adds a page-manager task handler for the user-login page, and alters the behaviour of the core user-login block so that it displays properly.

This featured is referenced partially for D6 in #807754: Panel for /user/login,/user/password,/user/register,/user/123/edit.
