I think in that case there should fall back to the site's default language.

actually, this should not happen inside of tagging, but rather inside core or i18n. This is simply the wrong place to fix it ( tagging is not there to guess languages, rather use the current language context ). so at this point, without any further arguments i would rather wont-fix this.
