At some point tonight, patch and diff were removed from the list of allowed uploads at http://drupal.org/admin/project/project-issue-settings. See the following reports:

I've no idea how this happened or why, but I added them back...
Both administrator and authenticated settings are now:
jpg jpeg gif png txt html doc xls pdf ppt pps odt ods odp tar.gz tgz po patch diff
I'm leaving this active because we might want to look at why/how this happened.
