Number 4!
From #1189822: Convert maintenance-page.html.twig to HTML5. I know that this task isn't closed yet, but the basic page seemed far enough along to include it. I haven't done the template suggesting for maintenance.tpl.php instead of maintenance-page.tpl.php, but I've got no problem doing that if we think that's worth doing.

Just wanted to let you know that we definitely do not have to and shouldn't mess with the hook name for this, so don't worry about that. However, I do think we need to wait for that one to land before committing this. Will see what I can do to try and move it along.
