Upgraded to Core 7.12. Updated all modules. Used module commerce_paypal version 7.x-1.x-dev.
Tested site on local computer: When shopping cart order is sent for payment, connects to PayPal site fine and can complete order. No problem on local computer.
Problem on host site: Uploaded locally tested site to host. When cart order is sent for payment I am given "Payment Please wait while you are redirected to the payment server. If nothing happens within 10 seconds, please click on the button below." Does not forward to PayPal nor does the button when clicked forward to PayPal.
Order is created and is in View Order>Shopping Carts with "Checkout: Payment" status.
No errors occur in log report.
Fix Attempts:
Attempt #1) re-tested on local computer. Worked fine. Uploaded to Host 2nd time. Result: Same problem.
Attempt#2) Disabled Paypal, WPS module, Uninstalled module, deleted module folder. Reinstalled module on host site. Results: Same problem.
Why is host site acting different than local computer? I checked with host and they have no blocks on this kind of connection. Payment page is non-functioning and payment is not transferring to PayPal.
Any advice is good advice. Thank you.

PayPal policy is problem
I found that PayPal had changed their policy in September of 2011. They now block masked domain forwarding. Turned off feature at forwarding domain provider and module connects perfectly with PayPal. Also favicon now shows on URL.
