I have an RSS feed which shows up when I am in admin mode but promptly disappears once I log out.

I have it listed to show on every page as a starting point but that doesn't seem to have solved the problem.

Any ideas please?

I'm assuming you're using the aggregator module for this:

Try the following steps
1. Travel to Administer->User Management->Access control
2. Find the section labeled "Aggregator Module"
3. Select "Access [your RSS feed name]" for the anonymous/authenticated users
